To be honest, I don't know! I did look at their websites, but it goes into far too much detail to put contained by here.
Check them out if you really want to know, there's lots of technical differences.
There used to be no difference, after in 1996 the idiot owner of The Greatest Race contained by The World (INDY 500) started the IRL and killed the best see and the best series with his Idiot Racing League! Now the IRL is call Indy cars since they are the only ones allowed at Indy and the former series Cart is call Champ car. I no longer travel to the 500 and the world of open gearstick racing is self replaced here and throughout the world with NASCAR!!!
Indy cars are lower technology, cheaper cars. They are a bit slower. The competition is more between drivers, various who have similar equipment.
CART is complex technology, faster cars. Who wins depends on the feature of the car as much as the driver. Business smarts of the troop in getting money to develop the vehicle also plays a role.

It's really simple, Cart have Paul Tracy and Ford engines while Indy cars have the Indy 500 and Honda engines :)
IRL race is more competitive than CART racing.
Politics and greed
Indy is the premier race league while CART is more of a semi-pro league. A lot of CART (now Champ Car) drivers end up coming over to Indy. And in attendance is rumor of Champ Cart being spellbound into the Indy League.
Indy has better equipment and better drivers.

Come on furnish the rookie a break. So Clint made a mistake, Smoke should have consent to it go, instead of acting approaching he did. We all know Smoke get in his frame of mind, and when someone messes him up, he get aggressive. Thats what I like almost Smoke. But he crossed the line and so did Edwards.
It's going to pinch someone getting seriously hurt, before adjectives of them get their act together.

Yes, they have be pretty slow and unreliable, but they have enhanced considerably since they got their own saloon a couple of races ago. Before that they be using the old Arrows motor. There is an incredible amount of work to get a F1 squad running.

Reliability-wise, Williams aren't that much better than Super Aguri.9 retirements for Webber, 8 for Rosberg

I am in complete agreement next to that. Tony has apologized and he indeed never meant to do any mar to Edwards. Carl is a lesser man for introductory his mouth. I think Stewart took his cost just close to he deserved and still showed what a great racer he is by finishing 7th. I think Edwards is a big crybaby. In no style shape or form has Edwards apologized for retaliating and I reckon for his remarks after the race he should be fined

True... Stewart spun someone out while they be racing, which could enjoy injured someone seriously. Edwards decided to give somebody a lift his anger out on pit road, only cause one car to spin. Stewart could own caused a huge wreck involving more cars than 2. NASCAR should own given him a harsher punishment.
I never have like Carl Edwards. He's the one driver I absolutely cannot stand. There's a short time ago something about him that rubs me the wrong route. I think he's a short time to full of himself. While I don't think what Stewart did be right, I do think it be uncalled for for him to tap Stewart close to he did. NASCAR had already given Stewart his cost (not a harsh adequate one but at least he get one) and that should have be enough, but Carl seem to think he's above the NASCAR regulation. I'm only cracked that Carl didn't do more damage to the #20. As much as I ruminate Tony is a great driver, his personality lately SUCKS! Like it's okay for him to intentionally wreck empire, but when he gets wrecked, he starts crying almost how those drivers shouldn't even be on the track.
