Two question on the subject of front tire?

I posted earlier on the subject of my front tire giving me flats.

I found an opening surrounded by the front tire where a small subdivision of the tube sticks out of. Is it time to replace the tire?

It is a Gary Fisher Big Sur 2004, with IRC Serac XC tires. I am thinking of getting the Nashbar Multi-Purpose tires since they are cheap this week. Would the Nashbar tires be fine?

Answers:    If the tube is sticking out between the tire and the rim, later the tube & tire need to be re-installed. If near is a hole in the tire big satisfactory for the tube to stick out, then the tire requirements replacing.
It sounds like you did'nt install the tire correctly ! No bit of the tube should be showing ! I'd try removing the whole tire and putting it vertebrae on. The problem isn't the tire or the tube. Yes. It will pinch the tube over and over AND will eventually blow out completely. Nashbar tires are fine for general use.
