It's a little bit of both. But it's more of tactic. You can enjoy the best technique but they don't know how to execute then they will lose. It adjectives depends on what they're strategy is.

These people you mention are not football fan but glory hunters.They have a wardrobe full of dated football shirts from whoever is at the top at any given moment.they are easily spotted when at hand ( team ? ) score a goal they cheer but not next to passion.
