Depends on his style of play. If he like more control and spin, he'll want a softer ball, preferbly a 3-piece orb or even a 4 piece ball. The Callaway HX Blue series are a pious example of this type of ball. They run in the order of $35 a dozen, give or pilfer.
For distance, a beginer would do well next to a 2 piece ball near a hard cover. Generally these types of ball run $15 - $25 a dozen depending on brand and type. The Callaway HX hot is a 3 piece distance ball that runs $25 a dozen.
The cream of the crop (like the Titelist Pro V1-x or Callaway HX Tour) run around $45 - $55 a dozen. The Pro V1's is the number one golf ball among the fashionable golfers and professionals. The number 2 ball on the tour would be the Callaway. These orb combine the best of distance and control.
For the average user though, just use the Maxfli Noodles or Top Flite 3000. They're clad balls and don't run an arm and a leg. The best entity is if you lose one in the woods or the marine, you don't get adjectives bent out of shape over losing a $5 golf orb.

The difference is the complexity of construction (the more pieces or layers the more complex) and thus the price.
There is no general answer to what they "do". The bubble property depends on the materials and their combination as chosen by the manufacturer.
You can buy ball that are "soft" or "hard", fly further distances or have more or smaller quantity "spin".
Having more layers give the manufacturer more option to combine materials to achieve a fussy property combination.

For most golfers, the toughest course is the one closest to home. Good golfers know an easy course when they play it. And they know a tough one when they play it. For 90% of golfers, adjectives courses are tough.

The Wolf creek contained by Mesquite nevada. so severe that they had to helecopter within the cement for the cart path. forced carrys, blind shots. (run a way pushcart catchers off the path...can you believe it?)
It seems to be the US Open courses. The score that pros put up on Pinehurst and Pebble Beach are pretty high considering their talent rank. Augusta is obviously tough, most those greens and the different distance.St. Andrews is made tougher by the wind than it would be otherwise.
BETHPAGE BLACK COURSE...it even have a sign that says Warning: Course is extrememly difficult and should be played by experience players merely...or something to that effect!
