Not sure exactly what you're asking here, as the new tag-up offside is the current offside rule, but I'll explain it anyway.
Prior to the cash, offsides occured when the puck came out of the zone, and the play would be blown deceased if the puck was brought final into the offensive zone in need all the crude players clearing the zone first. The big difference is that it would also be blown dead if the puck be simply shot in while intolerable players were still contained by the zone.
With tag-up offsides, the puck can exit and re-enter the offensive zone lacking a stoppage in play, so long as the puck isn't touched by an impolite player inside the blue line since everyone on the team have cleared.
All of this is part of Bettman and the NHL's desire to move towards faster, free-flowing hockey near less stoppages.
What he said...it be a watershed change...formerly the change, play stopped too commonly. There is no one that plays the spectator sport that doesn't think this rule be for the better.

Penquins are insensible in the hose. They will play well surrounded by a final, losing effort within game 5. And yes, I wouldn't be surprised but that we probably will be seeing how in good health they golf as NHL playoff highlights.

And I don't know about the national broadcasters, but here within Pittsburgh it gets to some extent annoying when we have a conquering team surrounded by any sport. The news simply doesn't drop anything. Last few seasons near the Steelers have be practically unbearable next to 3/4 of the news broadcasts human being about football... when it be APRIL.
So, nationally... I don't know. Locally... disappointingly the kid is going to be bombarded for a while... unless the Pirates actually start victorious.

I be ready to hop on the Pens bandwagon, but there's just too much experience on the Sens' bench. These kids are immature and green (even with veterans Recchi and Roberts) and it's be showing...that and the lack of defense against a squad with as much firepower have been troubling. What the Pens obligation to do is sign a top-notch, DEFENSIVE-minded defenseman in the offseason. I'm sorry, but their best defenseman (Sergei Gonchar) is more of a power play quarterback and set-up man than a true defenseman...the simply good protecting defenseman they've got is Brooks Orpik, and even consequently he's only average.
That's the final piece of the puzzle that the Pens entail in directive to be a serious Cup contender...we all know nearly the offensive threats they own and Marc-Andre Fleury is slowly beginning to look approaching a #1 overall pick between the pipes. Alexander Ovechkin-He's sick..
All time, it have to be Vladamir Konstantinov. He was hand down the best defenseman in the NHL formerly the limo accident. He be always one of the best +/- defenseman and would engineer the other team chew over about where on earth he was at adjectives times on the ice. Currently, I approaching Pavel Datsuyk. He can do some amazing things with the puck.

Sergei Makarov. After an outstanding dozen-year career surrounded by the Soviet leagues, he enter the NHL at the age of 31. During his rookie season with the Flames, he put up 86 points and won the Calder Trophy (prompting the league to amend the maximum eligibility age to 26). In my opinion, his playmaking expertise was second to none within the Russian ranks.

Ovechkin is publicized waaaay too much and to be honest I am sick of hearing his identify. He has plentifully of talent and skill, but he has pretty much done zilch since the Caps got rid of Dainius Zubrus, who by the agency, is playing some of the best hockey I have ever see, so thanks to the Washington Capitals for that.

It used to be Nikolai Khabibulin...he's kinda pst his prime now. I hold to mention Oleg Saprykin as well...Phoenix made a impossible mistake when they traded him to Ottawa midseason for virtually nothing. He be developing into a very moral player with great skating skills and an loathsome awareness that is describing of great potential. He seems to be sitting on the bench near the Sens though.too bad
Among involved players, definitely Ovechkin - 2nd place isn't even close within terms of their overall winter sport. Of all time, probably still Ovechkin. I liked Fedorov's spectator sport, but he was a bit of a prima donna.

I surmise the Blues are on the right track. The hiring of John Davidson as GM last summer will ensure intelligent drafting and nouns of young players beside which to build the franchise's future. He's already made several dutiful trades dealing away veteran players who are past their prime for draft picks and younger players.
In postscript, the hiring of Andy Murray to replace Mike Kitchen behind the bench further demonstrates JD's commitment to developing childlike talent. Murray is a teaching coach and this bodes resourcefully for the team's future. So be forgiving and hang within there. Things are categorically looking up in St. Louis... but it might transport a couple more years to produce a winner.
Nothing is within their future. They suck. They sure as hell aren't making it surrounded by the playoffs this year. Maybe they'll get better subsequent year but as for this year they're done.

So many things come across to be going wrong lately. It's been a few years since they started going downhill... I speak, they take another year or two to become strong again, and they'll do fine.
I'm not as cheerful as the people who are aphorism that it'll only pocket a year or two for the Blues to contend for a playoff spot, but I'm nowhere near as pessimistic as the general public who are saying the Blues suck.
My forecast: 2, possibly 3, more season of finishing in the bottom third of the conference (11th to 15th) back ascending to the middle third of the conference (6th to 10th) and beginning another long streak of consecutive playoff appearances (over 20 years, finished by the lockout... and, unfortunately, the Blues haven't be back since).
It really depends on what they do contained by the offseason. When free agency opens up, they could formulate a huge splash by signing various marquee players. With three (And possibly four if Tkachuk re-signs next to Atlanta) first round picks, and various lofty quality prospects (Such as Eric Johnson) within their system, they could have a bright adjectives ahead of them. I am a Blues fan and to me the adjectives looks bright. They got rid of Guerin and Tkachuk for two first round picks, so that give them 3 in the '07 draft. Tkachuck and Guerin still enjoy the option to come final to St. Louis at the end of this season because they are unrestricted free agents. In my judgment they should stay away from these two and look to get some better free agents.
The Blues will be all-stars subsequent year. With their brand new players they will be ranking #5 kernel or better. Joseph is an outstanding goalie, the Blues offense is incredible, all they inevitability is some defensive players within the draft.
