Yes. Before the Olympics started with heavy sponsorships and advertising, they often failed to make money. The prime example was the 1976 Summer Olympics in Montreal, Canada. They lost so much money that the only real contender for the 1984 Summer Games was Los Angeles, which turned out to be one of the most profitable games because most of the facilities were already in place and it was the first Olympics to obtain sponsorships. It is unlikely that the same country will ever get the Summer and Winter Games in consecutive Olympics ever again, and the reason is that no one wanted the expense of the games after the Montreal fiasco.
Heck, the Montreal Olympics were so star-crossed that when the Expos moved into the Olympic Stadium the stadium was almost immediately declared one of the worst stadiums in baseball. I can't picture Montreal ever trying for another Olympics.
Nowadays, the Olympics are generally only awarded to countries with the infrastructure and facilities in place to allow the games to succeed, and sponsorship money will generally cover everything directly related to the games.

Sometimes it purely a way to net money after being out of the sport. Ben Johnson once run against a horse and a race sports car.
