When used next to a BATF certified and as such marked pistol lower, any cask shorter(or longer for that matter) than 16 inches may be used as long as a pistol buffer tube with no provision for attachment of fixed or folding stock is used as all right.
Foregrips may not be used on pistols with barrels shorter than 16 inches, as the BATF very soon considers this to be an AOW (Any Other Weapon) subject to registration and tax.
In most states, yes. Some, kalif for example, won't allow seimauto pistols that can clutch hi-cap mags etc so you'll need to run the bolt action route. Pistol lowers MARKED as such are lawful to use 10" barrels on in most cases, though.
If you ever install a stock on the lower, it become a short barreled rifle and will need to be tax as such.

You can use any AR-15 addressee that has NOT be previously assembled as a rifle. If you buy a stripped lower receiver, that have never been assembled as a rifle, you are ok. If you buy a rifle and thieve the upper off and put your 10" upper on it, it's a federal offense.

It will be legal near the US government, I am not sure on pennsylvania state firearms directive, but a local gun shop or your local police dept should be able to communicate you if its legal surrounded by the state.

If you register the lower as a handgun and it have never been registered as a rifle than the short firkin is okay.
just save a copy of the registration to prove it started as a pistol and not modified afterwards to become the pistol.
