Actually, yes, it should. If I remember the Federal Form 4473 correctly ... there is a interrogate about institutionalization ... and if it is answered surrounded by the affirmative, that is an automatic disqualifier and supposed to stop the sale transaction.

It Sounds resembling Hagemann Ranch Trout Farm in Bodega Bay, on HWY 1 phone # is: 707-876-3217. Its going on for 45 mins. to 1 hour from Sacramento.
The lake is stocked next to Rainbow Trout. You don't need a fishing license or face up to (but you can bring tackle if you want). It cost 4.00$ for respectively pole rental. 4.00$ for bait (or you can bring your own). Then you pay for what ever fish you ensnare (on average about 5.00$ a fish). They verbs them for you and put them in a pouch of ice. When you depart from they are ready to cook. Its almost guaranteed that you will ensnare some fish. For less than the price you would enjoy to spend for a fishing license.
Happy fishing.....

Sound like deeply of places, but most places don't charge to fish. It could be a private place. Ranco Seco lake?
You might want to try Lake Camanchee hard by Burson,CA (about 45min drive from Sac.) You can also try Lake Berryesa for Wild Bass( about 1.5 hrs from Sac). I used to run there for bass fishing a few years ago. The bass at hand hit pretty good near the right bait. We were only just using those salty rubber worms fishing from a small boat within and out of the shady area on the river where small trees are sticking up out of the sea. Good Luck
It sounds like you might be taking give or take a few Gibson Ranch. It has fishing, horseback riding, and a bunch of other stuff to do.
