You didn't clarify if its New York City or merely the State of New York. I believe that NYC for sure requires you to register a hand gun. Not sure give or take a few other localities. In my opinion, the .22 short and long shells are really sort of invalid (in a way) due to the .22 long rifle shell's popularity and very cavernous range of option.
