Should Italians be allowed to scuba dive?

We should not see people as stereotypes, a moment ago as others should not see us as stereotypes. Scuba diving is a community and everyone in that community have responsibilities.
The main entity is that we respect the underwater world we visit and ensure we do not spoil it in any agency. I have dived next to an Italian videographer who was an excellent and proficient diver, but even she was embaraced by her fellow country folk!
So no, hold em out of the water! contained by fact restrict them to areas where on earth spear fishing is allowed so the can practice on each other!

I met an underwater photographer who was italian - the just reason he shouldn't be allowed to dive be that he was a body-double for Michaelangelo's David and his work be incredible.
