there is a camera call the GoPro Hero that has a digital and regular model. they are both pretty small, reusable and totally waterproof/thrashable. they hold a little strap so that you can wear it on ur wrist too. i used to hace the regular one, but it be a little to bulky to wear on the wrist while surfing, although it might hold worked on a longboard. i would just swim beside it usually, but then i lost it at a gala. the new digital ones are really small though. they're $80 and bring a couple hundred good pics per card. check their site. http://goprocamera.com/

If you're looking for an actual waterproof camera, Kodak make a pretty good disposable camera that take decent shots. I don't own a case for my digital camera, so anytime I want to get hold of some surf shots I go pick up a Kodak disposable.
To answer the second factor of your question, the Kodak disposable camera have a rubber wrist band that comes beside it. It's not the prettiest way to pinch a camera out in the hose down, but I just throw the strap around my nouns. It's not the most comfortable, but it does keep your hand free to paddle, and it's in a flash accessible to get a picture. Hopefully this is somewhat compassionate??

I don't know much about surfboards but when I worked on cars, the road we got the fiberglass to look shiny be to clear coat it using a polyurethane made for cars by PPG. If you get a suitable coat, it should resist even salt wet and you may not even need the wax I've see people use. It will make a contribution it a thick coat and won't append much weight to your board.
Look into it, it might be worth a try.

I'm guessing you have an older(already glassed) board, as a result impractical to put on a urethane coat.
the best article to shine one of these up is to use polishing compound(like for a car) and just buff it consequently finish with coup¨¦ polish.
